Many of the answers to the following questions are found in our By-laws and/or Covenants & Restrictions.
What items do I need to get approved by the Board?
All items listed below must be approved by the Board per the Legal documents of the HOA before taking action.
If in doubt please contact the board for clarification of any new structure that you may be planning to install.
Are there special restrictions for Garbage Removal?
Each Owner is responsible for garbage pickup and removal. All garbage cans or rubbish containers must be shielded from street view using natural barriers and materials such as trees or shrubs. (Section III A) Please secure container lids as our neighborhood is in a high wind area.
Does the Development have access to High Speed Internet?
Yes, AT&T fiber network is available throughout the neighborhood. (Disclosure, this could change without notification, check with AT&T for more details.)
Are there restrictions on Antennas or Satellite Dishes?
No antennas or satellite dishes shall be higher than the highest point of the residence nor be attached to the front elevation of the residence and visible from the street. (Section III C)
Can I have farm animals on my property?
No. Farm animals or exotic animals including, but not limited to, goats, sheep, pigs, fowl, horses or lamas, shall not be permitted in the Subdivision or on any Lot. (Section III F)
How many dogs can each lot have?
No Owner shall have more than six pets and no more than three dogs residing on any Lot. No kennels are permitted. (Section III F & I)
What are the requirements for a fence on the owner's property?
This restriction has been amended per the vote taken by members at the Special Meeting on April 13 and a copy for download can be found on the Covenants & Restrictions page. It now reads as follows:
All Owners sharing a boundary fence agree to share the cost of maintenance, repair and replacement of such fence with the Owners of adjacent property that share the boundary line. No chain link fences or privacy fences shall be permitted in the Subdivision. All fences must be constructed of wood or stone and may contain pest wire on the inside of the fence only and must not be taller than the fence itself. With the exception of corner Lots, no fence, hedge, wall or other barrier may be installed and maintained closer to the street than the building setback line shown on the final plat for the Subdivision. With regard to corner Lots, the Board shall approve or disapprove in writing the location of any fence, hedge, wall or barrier after considering the Owner’s requested proposal and the location of underground utilities, and whether the proposed location fits the character of the surrounding properties and Subdivision. This Amendment shall be retroactive and apply to any fences or barriers erected after June 20, 2017.
Can I have a play set, basketball goal, trampoline, fountain or other similar item on my property?
There are no restrictions on these items, but because our development is in a high wind area, please take care that they are securely attached to your property for the safety of all members and their property.
Can I ride mini-bikes, go carts, ATVs or other off-road vehicles in the Subdivision?
No mini-bikes, go carts, ATVs, or other off-road vehicles may be ridden in the Subdivision. (Section III E)
Can I drive Golf Carts in the subdivision?
No, the Morgan Manor Subdivision has not been approved or registered in the Georgetown's clerk's office as a designated street. See Sec. 18-112. Compliance and Sec. 18-113. Requirements, (pg 1248) of the Georgetown Code of Ordinances.
Can I store my boat and motor home on my property?
No boats or motor homes can be stored on the property, per Section III E, which reads as follows: Each Lot shall provide adequate off-street parking for all permitted vehicles. No dune buggies, motor homes, boats, personal watercraft, ATVs, campers, commercial trucks, tractor trailers, or inoperative vehicles shall be parked or stored on any Lot, unless kept within an approved enclosed garage or other structure. No Owner or guest shall park any vehicle, boat, or trailer in the yard of any Lot, nor on any street in the Subdivision longer than one week. No Owner or guest may circumvent this restriction by temporarily removing a vehicle, boat, or trailer from the street or yard of any Lot, only to return it within a short time. No mini-bikes, go carts, ATVs, or other off-road vehicles may be ridden in the Subdivision. No commercial vehicle or truck in excess of one-quarter ton shall be parked regularly in the Subdivision, with the exception of the temporary parking of these vehicles in the normal course during construction or while the operator of such vehicle is performing a bone fide business service within the Subdivision. (Section III E)
Are there HOA restrictions on pools on the property?
There are no restrictions on pools, however, for the safety of our community, they should meet the requirements of Georgetown/Scott County, Building Inspections.
How much are Morgan Manor HOA Dues and when are they due?
Our Dues, of $250.00, are collected yearly and payment is due by February 28th.

How many votes does each lot owner have at Member Meetings?
Each Lot is entitled to one vote, and one Owner shall be the designated voter, regardless of the number of Owners of the Lot.
What is a Proxy vote?
Votes may be cast in person or by proxy. A proxy may be made by any person entitled to vote and shall be valid only for the particular meeting designated in the proxy and must be filed with the Secretary in a form acceptable to the Secretary before the appointed time of the meeting (except, in the case of a meeting which is adjourned, before the appointed time of the continuation meeting held pursuant to the adjournment). (By-Laws Section II E)
What are the rules regarding Quorum?
At all meetings of the Owners, the vote in person or by proxy of Lots representing greater than thirty (30%) percent of the total Lots in the Subdivision shall constitute a quorum. (By-Laws Section II F)
What is the process for calling a Special Meeting?
The President of the Association shall call a special meeting of the Owners if so directed by resolution of the Board of Directors or upon a petition signed by Owners of 50% or more of the Lots and presented to the Secretary of the Association. (By-Laws Section II C)
What are the rules regarding amending the Covenants?
After the development is turned over to the Association (which was done in 2017), these Covenants may be amended upon the affirmative vote of 65% (21 votes) of the Lots in the Subdivision, with each Lot entitled to one (1) vote. (Section VII)
